JOB DUTIES SUMMARY:
Under the direction of the County Administrator, the County Engineer oversees professional engineering activities to ensure compliance with all applicable laws, codes, ordinances, policies, and best management practices for the following activities:
- Construction & Renovation of County facilities
- Capital Improvement Projects.
- Landfill Management
ESSENTIAL FUNCTIONS:
- Manages a variety of construction, maintenance and repair projects for the County, including planning, organizing and directing projects, drafting specifications and reviewing plans, preparing requests for proposals and administering contract awards.
- Advises County Administrator on issues such as Landfill operations and improvements.
- Advises County Administrator on issues such as Community Development compliance with County requirements such as ENS.
- Responds to citizen inquiries and complaints and resolves disputes by initiating appropriate action.
- Interacts with other government agencies and consultant groups regarding solid waste and other engineering activities.
- Responsible for budget and monitoring expenditures in accordance with County policies for the Operating and Capital Improvement Budgets.
- Prepares memos, correspondence and reports as needed.
- Performs additional duties as assigned.
Equipment, Tools and Work Aids used in performing the essential functions of the position:
Pen, pencil, forms, manuals, reference books, schedules, blueprints, guide books, survey & measuring instruments, public records, computer, calculator, tractors, and cameras.
Working Conditions and environmental hazards generally associated with the essential functions of the position:
The employee is subject to both inside and outside conditions: Activities occur inside and outside in approximately equal amounts.

Employee May Be Exposed To The Following Hazards: Hazardous Materials, Heights, Confined Spaces, Respitory Irritants, Temperature Extremes.
Strength Requirements associated with the essential functions of the position:
Mixed Active & Sedentary Work: Exerting up to 10 pounds of force regularly and/or 50 lbs of force intermittently and/or up to 100 lbs. of force occasionally.
Required Knowledge, Skills and Abilities:
- Thorough knowledge of engineering principles, methods and techniques.
- General knowledge of the laws and regulations governing landfill operations.
- Experience and demonstrated ability in reading and interpreting plans.
- Experience and demonstrated ability with value engineering and construction Management.
- Ability to identify problems and recommend solutions.
- Ability to prioritize and handle multiple priorities simultaneously.
- Effective analytical and decision- making skills.
- Ability to effectively present information in one-on-one and small group situations.
- Ability to establish and maintain good working relationships with department heads, county staff, government officials and vendors.
- Ability to exercise sound judgment and to make independent decisions in accordance with established policies and procedures.
- Ability to adjust work schedule to accommodate the needs of the County, including working occasional evenings and/or weekends.
- Ability to use a personal computer.
- Must either possess or obtain within the first year of employment a State Solid Waste Certification.
- In accordance with the County's safety requirements a valid Motor Vehicle Operators License is required.
- Ability to operate hand tools and equipment.
Training and Education:
The position requires a Bachelor's degree in Civil Engineering from a four-year college or university.
